then your city . see if they have a toll free number or the may not be

Go to Google.com , type in either stair elevator or stairlift (put them in
parentheses ie. ''stair elevator'') & hit enter . If you want to find a
local dealer , add ur town name ( or the nearest big city) in parenteses
to the search line to narrow down ur results
I would be very leery of a system tha only attached to ur railing - How long do you think that railing will hold that weight plus wear & tear?? Doesn't sound very safe unless the reinforce it somehow...
